The challenge

Houston floods — the region sits like a bowl, and every major rain event puts homes and lives at risk. In 2024, the Harris County Flood Control District placed a ballot initiative before Houston voters to fund a county-wide flood-control infrastructure program. The campaign needed to inform and motivate voters across one of the largest and most diverse counties in America.

What Rebel did

Rebel ran the entire media campaign — planning and buying across digital and traditional channels to reach Harris County voters with the right message, in the right language, at the right frequency, all the way to election day.

The results

The initiative passed decisively. County-wide reach, a clearly informed electorate, and funding secured for infrastructure that protects the Houston area from flooding.
